National Digital Literacy Mission ndlm franchise Programme is a dynamic and integrated platform of digital literacy awareness, education and capacity programmes that will help rural communities to take lead in the global digital economy and help them in maintaining the competitiveness and also shape a technologically empowered society. NDLM is an effort to complement the objectives of National Optic FibreNetowrk (NOFN) plan to transform one from each household as digitally literate. Under NDLM, we pledge to work with multi-stakeholder to Digitally Literate at least One adult from each of 147 million rural household of India.
NDLM will be an ecosystem of digital literacy awareness, education and training that will help India take a lead in the global digital economy and help us maintain the competitiveness and also shape a technologically empowered society. DLM is an effort to extend NOFN objectives to empower rural citizens by making them digitally literate.

Government plans to launch a mission to provide digital literacy to around six crore additional rural households.
“We now plan to launch the digital literacy mission scheme for rural India to cover around 6 crore additional households in the next three years, details of the scheme will be spelt out separately,” Finance minister Arun Jaitley said while announcing Union Budget 2016-17. The government has already approved two schemes to promote digital literacy — national digital literacy mission and digital saksharta abhiyan.
“We need to spread digital literacy in rural areas. Of the 16.8 crore rural households, as many as 12 crore households do not have computers and are unlikely to have digitally literate people,” Jaitley said.

Cabinet approves ‘Pradhan Mantri Gramin Digital Saksharta Abhiyan’ pmkgdisha for covering 6 crore rural households
The Union Cabinet chaired by the Prime Minister Shri. Narendra Modi has approved ‘Pradhan Mantri Gramin Digital Saksharta Abhiyan’ (PMGDISHA) to make 6 crore rural households digitally literate. This is in line with the announcement made by Finance Minister in the Union Budget 2016-17. PMGDISHA is expected to be one of the largest digital literacy programmes in the world.
Digitally literate persons would be able to operate computers/digital access devices (like tablets, smart phones, etc.), send and receive emails, browse internet, access Government Services, search for information, undertaking cashless transactions, etc. and hence use IT to actively participate in the process of nation building.
The implementation of the Scheme would be carried out under the overall supervision of Ministry of Electronics and IT in active collaboration with States/UTs through their designated State Implementing Agencies, District e-Governance Society (DeGS), etc.

Appreciation of Digital Literacy (Level 1) Syllabus To make a person IT literate, so that he can operate a computer/ digital access devices (like Mobile, Laptop, tablets, etc.), send and receive emails and search Internet for all information regarding daily activities, health, Education & Franchise etc. Learning Outcomes or Competency Standards A digitally literate person should be able to:
- Explain the basics (terminology, navigation and functionality) of digital devices
- Use digital devices for accessing, creating, managing and sharing information
- Use the Internet to browse in an effective and responsible manner
- Use technology to communicate effectively
- Appreciate the role of digital technology in everyday life, in social life and at work.
Duration of Course: 10 Days & 20 Hours (minimum 10 Days and maximum 30 Days) Eligibility Criteria:
Non-IT literate – Illiterate and upto 7th standard pass
Basics of Digital Literacy (Level 2) Besides IT literacy at a higher level, the citizen would also be trained to effectively access the various e-Governance services being offered to the citizen by the Government and other agencies.
Duration of Course:
40 Hours & 20 Days (Minimum 20 Days and Maximum 60 Days)
